Title 25 Rebuild Program

The Title 25 Rebuild Program was created to help Caldor Fire survivors rebuild more quickly and affordably. Intended for rural areas, the program allows construction of modest 750-square-foot homes with reduced regulatory requirements compared to standard building codes.

Title 25 homes are typically two-bedroom, one-bath residences built with fire-resistant materials and offer a streamlined permitting process, including exemptions from certain structural and energy calculations. Building permits remain valid for three years, with the option to renew for an additional two years.

The first Title 25 home in Grizzly Flats has been completed, with several additional homes currently in various stages of planning and construction. These projects have been made possible through partnerships with HomeAid Sacramento, the Non-Profit Construction Corporation, local builders, community organizations, volunteers, and donors, all working together to provide Caldor Fire survivors with an affordable path to rebuilding and returning home.
